Europe’s public sector AI is ready to scale, if data foundations improve

European governments are accelerating AI adoption, but weak data foundations are blocking deployment at scale. Capgemini and European Commission figures show nearly 90 percent of public organisations will explore agentic AI in the next two to three years, yet fewer than 25 percent report high maturity in data ownership and sharing.
Before this moment, most public sector AI work in Europe lived in pilots and siloed experiments. In 2024 and early 2026 officials announced strategies, funding hubs and local proof of concepts. Still, only 21 percent of organisations moved beyond experimentation to pilots or deployments of generative AI, and only 35 percent have rolled out data sharing methods. These gaps are the operational constraint, not enthusiasm.
A direct challenge to sovereignty and control
The scale problem is also a sovereignty problem. The European Commission estimated in 2024 that 80 percent of Europe’s digital technologies and infrastructure are imported. That matters because public services process citizen data under GDPR and national rules, and because data residency affects legal risk. More than 50 percent of public sector respondents now list AI sovereignty as a concern.
The implication is straightforward. Governments that run AI projects on cloud services provided and controlled outside the EU inherit legal and operational exposure. That exposure will shape procurement, certification and cross border data agreements over the next two years, especially for high risk services. This pressure will push more ministries and municipalities to demand European cloud capacity and verified data portability arrangements, and it will create procurement friction for non EU suppliers.
Operational gaps are the reason pilots fail to scale
Ambition outpaces capability inside many IT teams. Capgemini’s forecasting and a separate CIO survey of 1,000 global tech leaders both document the same pattern. Nearly three in five organisations feel AI adoption is moving too quickly, fewer than half align AI programs with business KPIs, and only 41 percent of public sector executives can access data at required decision speed. Organisations also lack governance and sustainability practices, with under 40 percent confident they have guidance or measure environmental impact.
Those are not abstract problems. They translate into stalled procurements, cancelled rollouts and unpredictable operating costs. If a city like Tampere cannot provide clean, linked datasets to an AI vendor, a conversational assistant will deliver inconsistent or biased decisions. If teams cannot measure energy use, public sector AI projects will fail audits and run into budget discipline. The result is a gap between policy headlines and delivered services.

Public sector IT and procurement leads should treat data foundations as the primary project, not an afterthought. Start by inventorying datasets against ownership, sharing terms and latency needs, and mandate an actionable maturity target within 12 months. Where projects touch sensitive personal or high impact decisions, require deployment on infrastructure based in the EU or under legally enforceable data processing agreements. For any team still running pilots on foreign cloud platforms, begin parallel tests with cloud providers based in the EU to compare compliance, latency and total cost of ownership.
Why this matters, concretely: ministries that continue to build AI services on non EU infrastructure will face a material compliance and procurement risk within two years. Teams running pilots on AWS or Azure should now budget for migration testing to EU cloud providers, because procurement criteria and audit requirements will tighten.
