Platforms adopt ID and biometric age checks as laws tighten

Roblox began a global age verification rollout at the start of the year, for a service with more than 100 million daily users and an estimated 40 percent of accounts under 13. Brazil will bring a new child safety law into force in March, Australia already barred under 16s last year, and at least a dozen governments are planning similar rules. That combination of platform moves and regulation is forcing identity checks into mainstream product flows.
Before this year, most large social platforms relied on self reported ages and community moderation. That model is breaking down under political pressure for stronger child safety. Platforms are now contracting third party identity vendors, testing facial biometrics, and deploying behavioral inference to classify users. Vendors mentioned in coverage include Jumio, Yoti and regional firms such as Signzy, each offering different trade offs between accuracy and data collection.
How the checks actually work
There are three technical approaches being rolled out at scale. One is government ID scanning, where a user uploads a passport or ID and a vendor validates it. A second is facial biometrics that match a selfie to a document, used to confirm the owner. A third is behavioral inference, which uses device and interaction signals to estimate age without collection of a formal ID. Platforms mix these methods to reduce friction while meeting legal demands. Discord, for example, said over 90 percent of users will never need to verify, while less than 10 percent may be asked to provide ID, and the company delayed a full global rollout to the second half of 2026.
These choices matter because they determine what data is stored, where it is stored, and who can access it. Centralised vendor processing concentrates sensitive records, raising attack surface and compliance complexity. That becomes a concrete risk for teams operating in Europe where GDPR and data localisation expectations are active considerations. The bridge between method and law is vendor contracts, not a single technical toggle.
The privacy and operational costs
Collecting IDs and biometrics changes the threat model. Vendor breaches are already visible. In one incident, a vendor exposure affected about 70,000 government IDs connected to Discord verification work. That is not a hypothetical. When platforms accept scanned IDs, they assume custody and incident responsibility. Collecting biometrics also raises questions about automated decision making and discrimination, especially for users whose appearance or documentation differs from expected norms.
At the same time, minors are developing circumvention methods. Reporting includes 14 and 17 year olds sharing tactics to bypass checks. That reveals a practical limit to enforcement. Regulations that push platforms to hard block access risk diverting young people to unmoderated corners of the internet, which undermines the policy goal.
Why this matters
For European product and compliance teams, the choice is now operational. If your service touches minors or runs user generated communities, you must pick verification methods and vendors with explicit GDPR compatible controls, data localisation options, and limited retention. Relying on a US vendor without the ability to restrict biometric retention is now a business risk, not only a privacy concern.
