Volt Europa just published its playbook for ditching US hyperscalers. The pan‑European party lists seven EU tools already in production and names Google Workspace as the last major dependency, according to Volt’s Tech Team.

This shift is not cosmetic. The team frames it as a response to the US CLOUD Act, which lets US authorities compel data from US companies wherever stored, and the fragile EU‑US Data Privacy Framework, which rests on a revocable US Executive Order. In their words, “This level of legal uncertainty is not acceptable.” For a political organisation operating in more than 30 countries, that is a governance risk, not an IT preference.

From values to shipped replacements

Volt has already moved core workflows to European vendors. Haiilo runs the community platform and intranet. All official websites are hosted in Europe on Statamic Laravel. Mave replaces YouTube embeds, and Plausible provides cookie free analytics. Transactional email now goes through Lettermint in the Netherlands. An open source French webinar platform handles streaming. Assembly motions and amendments are managed in Motion Tools from Germany.

That is the important part. This is not a manifesto, it is production. Every one of these switches reduces exposure to US legal process and single vendor risk. For a pan‑European political party, it also aligns day‑to‑day operations with publicly stated values. Or as the team puts it, “not just another IT project.” The remaining question is how they finish the job.

The hard part left: Workspace, payments and cloud

Volt’s largest gap is still Google Workspace. They also plan to move campaign email off US providers, migrate infrastructure to a European cloud, and adopt European payment processors, naming ClubCollect and Wero.

This is where most organisations stall. Productivity suites and payments are deeply embedded in process, compliance, and culture. Volt’s publication shows a workable order of operations for anyone following: start with the public web stack, then transactional email, then community and events, then productivity and cloud. Each step reduces legal exposure without waiting for a big‑bang migration. Naming the remaining dependencies in public creates internal pressure to execute and a clear checklist for procurement.

For EU decision‑makers, the signal is clear. Treat CLOUD Act exposure and the reversibility of the Data Privacy Framework as board‑level risks, then buy accordingly. If a political party can run its websites, analytics, video embeds, email delivery, and governance workflows on European vendors across 30 countries, a mid‑size enterprise can too.

Why This Matters

If your organisation still embeds YouTube on public pages, you can do what Volt did and switch to Mave in a week. If you run Google Analytics, move to Plausible and remove one of your US legal touchpoints while going cookie free. If your product or campaign emails run on a US service, evaluate Lettermint to keep delivery inside the EU. Google Workspace remains the sticking point, but Volt’s roadmap makes the order of attack obvious: cut external data flows first, then tackle collaboration and cloud. The Data Privacy Framework rests on a US Executive Order that a future president can revoke overnight, so procurement teams should budget a Workspace exit path now, not after the next transatlantic shock.
